Estimate of municipal financial autonomy in Santiago de Cuba. Proposals for decisions making

Abstract

The research shows the process of calculation and estimation of municipal financial autonomy as an implement that allows to take better public decisions into municipality. Supported by different qualitatives and quantitative methods statistically processed and a consultative committee of selected experts; the following results are obtained: a methodological scheme of analysis based on Santiago de Cuba in a period from 2014 to 2018, through the diagnose and the identify of variables enabling to calculate and finally evaluate the degree of financial autonomy between low and medium. The estimation of transferable income provides a very high degree of municipal financial autonomy, establishing a proposal for decision-making in municipal public management.
